Who we are
Capful is Finland’s leading consultancy specialising in strategic foresight and scenario-based strategy work. Founded in 1999 in Helsinki, we bring over 25 years of experience helping organisations understand how their operating environment may change — and prepare accordingly. Since 2012, we have built a continuously growing portfolio of preparedness and security-related foresight projects for Finnish government agencies and critical infrastructure sectors, including classified work at the highest levels of national preparedness.
We analyse future threat landscapes, build alternative crisis scenarios, model escalation paths, and help clients develop strategies that hold up across multiple futures — spanning supply security, continuity management, hybrid threats, and war economy analysis. Our ongoing research applying wartime lessons from Ukraine to European preparedness represents a distinct and timely area of expertise. We connect foresight directly to strategic decision-making, building the processes and capabilities that help organisations act before a crisis demands it.
Examples of concrete solutions
- Comprehensive preparedness solutions for organisations and businesses. End-to-end preparedness process, from threat assessment and scenario planning through to crisis simulations and concrete preparedness plans. Our approach integrates strategic foresight, realistic exercises, and crisis communication into a coherent whole, tailored to the organisation’s specific sector and risk environment.
- Sectoral preparedness planning solutions. We have supported preparedness planning across a wide range of critical sectors, including e.g. finance, retail, logistics, industry, energy, digital and telecommunications networks, media, water supply, IT, and pharmaceutical supply.
- Support for public and government decision-making: In addition to numerous projects with critical sectors and national preparedness development, we also developed national supply security scenarios (2025 and 2030) that directly informed Finnish Government policy decisions. During COVID-19, we created rapid crisis scenarios for food supply and logistics sectors with Finland’s National Emergency Supply Agency.
- Regional preparedness planning: Preparedness needs assessment and co-development of resilience models for regional business communities, connecting the private sector to broader national preparedness efforts.
- Concrete preparedness lessons from Ukraine and Finland: Research on Ukrainian civil society continuity under wartime conditions, and several ongoing studies on continuity management in contexts of crisis and war, including a study on mental crisis resilience with the Finnish Institute for Health and Welfare (THL). Findings from the previous and current studies are applied to developing preparedness in Finland and Europe.
- Comprehensive security and defence foresight: Baltic Sea comprehensive security and supply security scenarios until 2050, “Finland in war economy” scenario project for the Finnish Innovation Fund, and a defence and dual-use ecosystem analysis. Strategy work for supply security pools in the financial and digital sectors.
- Research and studies: international benchmarks, war area studies (especially Ukraine), security of supply and supply chain vulnerability studies etc. We have experience from conducting and supporting research, with partners also in Ukraine and Poland.
